Hi Dave,

In some of my tests (https://codereview.chromium.org/191383003/), navigation
timeout is expected and a much short timeout is wanted to run tests faster.

So, I made this CL. Tony mentioned that you are making API change about this.
Please let me know if this change make sense to you.
