switching the interpretation of the flag from enabled to disabled and back to
enabled is kinda confusing.  could one use base::FEATURE and just change whether
it's enabled or disabled by default?

or just turn off the experiment via finch?  that will affect things faster
anyway.

lgtm if you'd prefer the current path.
