Change destination dir of web-platform-tests to wpt.

The purpose of this is to make the path length shorter to help avoid hitting the max path length on windows.

the change lgtm, and obviously I think it's a good idea, but since it'll impact
developers directly, you might send a note to blink-dev@ to see if anyone
objects to this before landing it. 

I'd be surprised if anyone does ...
