Drat. Hopefully it will at least happen less often. Running RAW serially still
means that a RAW decode may run in parallel with something else, so if RAW is
using up a lot of the memory we could fail during another decode, which I
suspect is happening here. We could turn on SkCodecPrintf for this bot if we
want to verify that, though.
