Add support for IsGarbageCollectedType<void>

Add support for IsGarbageCollectedType<void>

Currently IsGarbageCollectedType<void> and PointerParamStorageTraits<void*> can't be compiled.
This CL makes them successfully compiled, and removes ParamStorageTraits<void*> specialization.
