I am curious how SetReadableStreamDisturbed is going to be used. It seems like
using it would be an encapsulation violation and that it should only be set by
using the controller to cancel or read from the stream.

You mean using the reader, right?

It's used in https://codereview.chromium.org/1899873006/ (see the
BodyStremBuffer.cpp). I can change setDisturbed(stream) to setDisturbed(reader).
