NIT: I don't think we want to use GREY_EXPORT macro, since this is not a part of
EG framework. Just export sounds more appropriate.

That's a good point. In Chromium we have macros like CONTENT_EXPORT and
NET_EXPORT. So it makes sense to have WEB_EXPORT. And I'm fine if you do this in
a separate CL.
