LGTM, this will fix the immediate error.

But why did this error start showing up? What changed such that we started
getting lots of raw_attempt data with 'verifier_pass' or 'verifier_fail' but no
'verifier_start' record? That's the thing that really needs to be fixed, or
we're just dropping data on the floor.

It's because CQ dropped verifier_start event and it was never recorded in
datastore - likely because AppEngine was too flaky and returned 500s too many
times causing retry code to give up.
