No, it should be fine as-is. I was worried the race was between a worker thread
and the set up for it (calling provideContentSettingsClientToWorker()) somehow,
but that cannot happen. This is a cross-worker race (or the main thread calling
WebLocalFrameImpl()).

So just ensuring read atomicity is sufficient, i'd argue; ptal.
