This is one of a series of changes to get rid of verifier profile in two client
sync integration tests.

Hi zea@, this is the same CL as https://codereview.chromium.org/1834323004 minus
AwaitQuiescence() changes. 

Context, in previous CL's, I replaces some calls to AwaitQuiescence() with
AwaitAllProfilesHaveSameApps(). This resulted in flakiness, since
AwaitAllProfilesHaveSameApps() does not actually wait for AppLists to match. 

This CL is to remove the verifier calls, so I decided to not change any
AwaitQuiescence() call. That would be in another CL to make sure we don't
introduce flakiness again.
