Do we really need a presubmit for this? presubmits already take way too long to
run, and this probably isn't something that'll come up more than once or twice a

Yeah I think we need this, otherwise I'm pretty convinced more of this will leak
back in.

I believe that too. I'm just wondering if 1-2 of these creeping back in per year
is worse than everyone having a slower presubmit on every upload ¯\_(ツ)_/¯

If you think it's worth it, lgtm. It doesn't look out of place with our other
presubmits, but I'm not a fan of most of those either.
