[Offline pages] Updating the offline bolt icon to the new asset

* Updating the icon to the new asset from go/icons,
* PNG was crushed,
* Updating the tinting of the icon on OIB, as asset has slightly

These icons are actually used in other places (e.g. on the NTP). Could you
recolor the icons to the standard Chrome icon color (#5a5a5a) before checking
them in? Then we don't need to worry about color filters.

Applied: convert offline_bolt_xxxhdpi.png -alpha off -fill '#5a5a5a' -fuzz 100%
-opaque '#7f7f7f' -alpha on offline_bolt_xxxhdpi_out.png
