Matt, could you take a look?  This is really a series of questions in the form
of a CL; I decided where I was confused to propose a way to resolve the
confusion, which reduces your work if I'm right :-}.

One of those I'll call out: When I went to look at chirp alerts that hadn't been
responded to, 10 out of the 24 latest emails hadn't been responded to, which
seemed somewhat unreasonable (at least, it made me grumpy that I was playing
catch-up for so many previously fired alerts).  I arbitrarily decided not to (to
limit my scan back to the beginning of the last triager's shift) but I'm happy
to accept any other process, including the original (though scanning my inbox I
see 82 alerts that have never had anyone respond to them).  Let me know what you
think.
