For some reason, with display: flex on the popover element, when Node.focus() is
called, it seems to move the element, cutting off the top again.

You can remove this line and observe the same repro in the bug.

I failed to reproduce it. Can you please tell me the exact steps to try? I just
remove this line, and the popover works fine for me:
