Might as well remove DEPRECATED_java_in_dir everywhere so people aren't confused
when they
have to add their new java file to the BUILD.gn files.

Similar to https://codereview.chromium.org/1801033004 but for
android_webview_java.

And similar to the other CL, I'll rebase and double check I have all the java
files before committing, and send out a little note telling people they have to
modify this file when adding a new java file.
