If this only fails on Win10, can we disable the test only on Win10 while I
investigate?

the test seems flaky on other bots too:

Normal practice here is to revert then fix the test and reland it.

Ah, okay, didn't realize it was flaky on other bots as well since the bug only
mentioned win 10.  lgtm.

yup the bot I'm watching most is the win10 bot so I didn't look at the other
bots until just now, but it seems a bit flaky there too... hopefully it can be
