Revert of Collect information about failing histogram factory calls. (patchset #6 id:180001 of https://codereview.chromium.org/1719363002/ )

Reason for revert:
Build is no longer exhibiting crashes as before.  It's as though the debug code is preventing whatever error is causing the crashes, or at least those caused by the StatisticsRecorder finding the wrong Histogram.
