Start with just 5% of jobs for now, to check how bot latency develops.

I'll watch how jobs on that bot do after landing this, and I'll revert this or
tell the bot to not build 'all' if it turns out to be too slow.

(I'm currently also waiting on a tryserver.win restart, and once that happens
I'll first send a few manual jobs to make sure that things basically work.)
