Ppapi layer sync tokens need to be verified before being committed. The optimal
place would be to validate them all when CommitLayers() is called, however there
doesn't seem to be a trivial way to do that. Unless there is an easy way verify
them all, it is easier to just validate each sync token as they are generated.

I think I figured out how to verify all the sync tokens. The only issue was
getting a valid GL context to the verification. I just used the context from the
first layer. PTAL.

Actually that didn't seem to work... I'm going to go back to just synchronizing
every layer.
