[Docs] Move remaining MemoryInfra docs into repository

This moves the page that was at [1] about startup tracing with
MemoryInfra to in-tree Markdown documentation.

It also moves the page that was at [2] about adding tracing to
a component to in-tree Markdown. Apart from formatting this was
copied with the following changes:

 * "GUID" renamed to "global ID" or just "ID" to avoid confusion.
 * Word some sentences in a more concise manner.

This is the last part of an incremental effort to move all MemoryInfra
documentation off of Google Sites and into the repository.
