Why wouldn't you want to see in the header file that the destructor is empty and
that (potentially) a *GarbageCollectedFinalized is not needed?

i.e., what do you gain from not inlining the empty destructor here (and
elsewhere)?

This CL should focus on Oilapan transition.  Changes unnecessary for Oilpan
would be noise.

Also, virtual destructors can not be inlined.  This change has no performance
benefit and makes build performance slightly worse.
