I don't think we should land the rest of the patch in modules/presentation until
we get the I2S cleared with blink-dev.  Of course no harm in finishing the patch
while that process gets underway.  I can help draft one.

We indeed need to send an intent to ship before shipping the new state in Blink.
I think this is going to be trivial though. Is there anything else we plan to
ship soon? We might want to bundle all the changes in one intent to ship.
