WDYT Stephen? The existence of 'relaxSizeConstraint' on filterInputGPU surprised
me when investigating some of filterImageGPU's behavior.

This was added by Mike to support applyFilter(). I do find it surprising that
the param is unused, but if there is a problem
it would only show up as a performance issue on the GPU side, and it's currently
not exercised in Chrome AFAIK, and
has no perf tests in Skia.

True. However, it will be a while before I think we'll get around to fully
implementing that optimization, and given the other changes pending to the
imagefilter world, I'm fine to remove the parameter now. We can always add it
back (after the world will have changed anyway) when we get back to applyFilter.
