Enable the simplified-fullscreen-ui flag by default on Aura.

This changes the behaviour and appearance of the fullscreen and mouse
lock bubble on Windows, Linux and Chrome OS. Other platforms are
unaffected.

It's time to enable this by default on dev (I don't think there are any more
serious issues). Note we are planning to roll this out in M49 (on Win, CrOS and
Linux).

Still a handful of blocking issues (mouse events don't re-trigger the bubble,
content setting is still visible), but I want to give this a week of testing on
dev before branch point.
