Daemon for logging Android stats into InfluxDB

This will run on our lab machines which host Android devices.  I haven't yet figured out how we will deploy and launch this app.

Code LGTM, but we'll have to solve the influx proxy and pulld issues before
deploying.

Right now we don't have a way to push data into influxdb from machines outside
of GCE w/o hardcoding the IP address of the influxdb server. We will probably
need to build a TCP proxy and run it on the skfe's to proxy graphite
connections.
