Hi Ken.
Do you mind to take a look at this change? We are trying to build Android
browser with Aura and extension enabled. And this change is necessary to compile
and run Aura Android browser.

lgtm but ideally (IMHO) you would just add an implementation for Android now
which returns no devices and put the TODO there. It's a very tiny interface, and
that avoids adding unnecessary preprocessor conditions, which I'm always a fan
of doing.
