Remove CSSPrimitiveValue::isDotsPer{Inch,Pixel,Centimeter} functions

Remove CSSPrimitiveValue::isDotsPer{Inch,Pixel,Centimeter} functions

The functions CSSPrimitiveValue::isDotsPer{Inch,Pixel,Centimeter} don't
seem to add any value, and only one is used. This patch removes them
and inlines the dpcm code into the one caller
