Remove unecessary GetGlyphIdMetrics call

With this change we will get glyph id metrics only if we are regenerating
glyphs, and the glyph is not in the font cache, and/or everytime we upload a
glyph to the atlas.

This means in the worst case(regen glyphs + not in font cache + glyph is not in
atlas + atlas is full), we will get glyph id metrics 3 times.

In the best / common case, not regenerating glyphs + glyph is in atlas, we won't
get metrics at all.
