The location bar, and thus the toolbar, can have a height arbitrary smaller than
the expected height if it's currently animating.  The opaque frame code handles
this; this adds the appropriate handling code to the glass frame.

The animation can happen via hosted_app_browser_controller.cc; I'm currently
checking with the relevant author on precisely how to test this case to ensure
this is doing the right thing.

This change means that the glass frame will only draw the corner images down to
the height of the toolbar, not to their full height regardless of toolbar
height.  As with the opaque frame, this seems reasonable enough to me. 
Honestly, I'm not sure the glass frame ever uses some of these images; it
doesn't on Win 10, but I need to test more on Win 7 to see if I can gut a lot of
this code.  If I can, I'll do that as a separate patch.

I found out how to test the animation stuff here; it can indeed happen with
glass frames, so I think we need this patch, at least modulo the extra graphics
that I don't know whether glass actually uses and might pull out later.
