Align the one and two button case with the existing video flinging notification (see remote_notification_bar.xml). Reduce the gap between the two buttons.

Made the notification buttons attributes consistent.
When the media playback notification shows only the play/pause button on L+ for
local playback,
the button needs to have a bigger padding so it's set programmatically.
