I've been manually changing external/skia/Android.mk in Android, but I think I
can go ahead and land this so I no longer need to.

I've also been manually changing external/skia/Android.mk to use
external/libjpeg-turbo instead of external/jpeg.  I'm guessing there is a Skia
change that I need to make to do this?  And I think that needs to land at the
same time as the change in Android.

Yes, you need to make it so that when skia_android_framework is true, we use
libjpeg-turbo instead of libjpeg. I'm not sure the best way to do that; our
Android gyp files go through android_deps and dependencies, which always
confuses me...

Oh, yeah, unless we want to muck with the names in order to have skia link
against both libjpeg-turbo and libjpeg Android, you'll need to time it with
removing the modification code. Let me know if you want help with this.
