Make bin/c and bin/compare work on Windows.

Make bin/c and bin/compare work on Windows.
  - Call python explicitly.
  - Drop numpy dependency (on numpy.mean.... come on.)
  - Make scipy dependency optional.

Depends on https://codereview.chromium.org/1419073003 to really work.
