Hey Ken, please take a look.

There were 3 causes for the flake tests:
1. Cursor moving causing an event to be triggered -- Added a Reset before
routing the event.
2. Having to wait more than one main frame to get the surface reference --
updated the cur_render_frame_number and try again.
3. RouteMouseEvent can mutate the event -- Reset the event parameters before
re-routing it.
