Add some components to "gn check"

Adds translate, ui/zoom, upload_list, visitedlink, web_resource, webusb

Makes CLD 2 forward public deps properly

Kind of random, but I want to add "components/*" to the whitelist soonish so
that when people add new components they're forced to do the right thing.
