Add quotation marks around probability value in Alternative Services.

Change SpdyAltSvcWireFormat to quote probability value to conform to server
syntax.

Can you confirm that if you build Chrome with this code, and you enable alt-svc
support (and enable QUIC) that you're able to speak QUIC to google?  If so, LGTM

Confirmed.  I added a DLOG statement on the return value of
ParseHeaderFieldValue() in HttpStreamFactory::ProcessAlternativeService(),
started with --enable-alternative-services, opened incognito mode (for a clean
profile), opened about:net-internals#http2 to see an empty list of alternative
services, and started browsing servers known to sent Alt-Svc headers.  I
observed that this list filled up with entries and that ParseHeaderFieldValue()
returned true every time, dozens of times.
