Move IsRendererTransferNeededForNavigation to RenderFrameHostManager.

Move IsRendererTransferNeededForNavigation to RenderFrameHostManager.

This is a mechanical change, except for the treatment of guests,
which switches from using a WebContents (forbidden under frame_host/)
to using the guest scheme on the site URL.
