LGTM, but I'm not sure telemetry_unittests and telemetry_perf_unittests will
work without runtest and its use of xvfb. They invoke a full browser on the VMs.
We can certainly try this, but if it turns out that xvfb is needed then we'll
need a different solution.

LGTM to unblock telemetry_gpu_unittest work. But we do need xvfb for other
telemetry tests that invoke the actual browser.
