Enable errorprone on the chromium.fyi Errorprone Builder (Reland).

Enabling errorprone first on the fyi builder to test if things work.
If everything seems ok, I will make enable_errorprone=1 the default.

Relanding enabling errorprone on fyi builder.

This CL should have fixed the error that occurred last time I landed this,

Basically, errorprone was depending on tools.jar from the installed jdk on the
machine. The bots had java7 installed and errorprone needed a more recent java
version to build. I removed errorprone's dependency on this jar.

The reason for reverting is: Errorprone still has problems running on the bots
