gpu: Fix in-process implementation of glGetShaderPrecisionFormat

This copies the workaround used in the command buffer implementation
to the in-process implementation. A common function isn't used since
the in-process version will likely go away soon and using a common
version requires twisting the code a bit.

Not sure if gl_implementation.cc is the best place to put the common
implementation of GetShaderPrecisionFormatImpl. Is there a more established way
of calling a common wrapper function like this?

Hmmm, off the top of my head it seems like maybe we should duplicate the code
here as we'd like to delete WebGraphics3DInProcessImpl and this change to move
GetShaderPrecisionFormatImpl to arguably the wrong place just so
WebGraphics3DInProcessImpl can call it seems like a mistake to me and once we do
delete WebGraphics3DInProcessImpl it will need to be moved back or else just be
a wart in the code.

That said the code looks fine so I'll leave it up to you
