Convert radio_checked_dynamic.html to the testharness style.

The test had flaky whitespace error. This CL will fix it.

IMO, we don't need to convert all tests.
The purpose of this CL is to fix flakiness of the test by removing unnecessary
text nodes in the resultant DOM.  The js-test.js style was also ok to me, but I
chose the testharness.js style because of no -expected.txt.
