DeprecatedPaintLayerFilterInfo::notifyFinished should use filterNeedsPaintInvalidation.

DeprecatedPaintLayerFilterInfo::notifyFinished should use filterNeedsPaintInvalidation.

filterNeedsPaintInvalidation does the same thing and makes the code more
clear. This also centralizes the callers of scheduleSVGFilterLayerUpdateHack.
