[UMA, Cleanup] Remove an unneeded timing-related histogram.

This histogram shows that the measured event is generally quite fast, and any
future slowness should be identified with a profiler, rather than by remembering
to check the histogram.

Though, I should note, that we seem some growth in the time taken on ChromeOS. 
The 99th percentile is still quite fast, but it's gradually growing --
presumably as the amount of data recorded on ChromeOS grows.  So, maybe there is
actually reason to watch this metric in the future.  WDYT?

Even if it's growing, I personally don't really see a reason to worry about
this specific duration - as opposed to anything else done by the metrics
system. So still support removing it.
