if presubmit tells you you needed it, it's a dependency.

the idea is if an element suddenly starts pulling
ThirdPartyPatentedCopyrightEvilLicenseWidget, we'd notice (see:
iron-ajax/bower.json, which pulls polymerlabs/promise-polyfill, which is an
unsanctioned copy of some random dude's copyrighted code which would have
required an additional LICENSE file had we shipped it, not to mention
open-source and security reviews)

dbeam: did you forget to git add -f paper-menu-button and whatever dependencies
(like iron-image)?

Looks like something has changed in how dom-repeats are stamped which means that
the test is running before the elements are ready. I'll put through the change
to fix this now.
