Add Precise try slaves: vm[750-781]-m4

Add Precise try slaves: vm[750-781]-m4

This also adds a dbg Precise trybot.

And also removes Lucid try slaves vm[384-429]-m4
so they can be upgraded to Precise.

Please take a look at the new patch set. Note that we still have about 100 -c4
Linux slaves, and we won't have many restarts to move in super-small chunks, so
my plan is do this, upgrade them to Precise, and on the next master restart
switch everything to Precise.

The above are temporarily taken out of the "trybot rotation" so they can be
upgraded to Precise.

Below range(750, 782) is being added to the pool of Precise trybots, which
eventually will replace all_slaves (just after more testing).
