bluetooth: Implement MissingServiceGenericAccessAdapter.

Also implement ConnectableDevice and GenericAccessDevice.

Part of the refactoring of the bluetooth test platform.

All the *GenericAccessAdapter use this so I figured GenericAccessDevice would
fit best. Maybe BaseGenericAccessDevice?
