Remove incorrect assert in WebLocalFrameImpl::load.

We need to pass RedirectWithLockedBackForwardList for cross-process
location.replace.

Nate: Camille added this assert when you asked whether load could be called with
RedirectWithLockedBackForwardList:

It turns out that we do need to call load with that value for cross-process
location.replace.  Blink needs to be told that the navigation (which originated
in another process) will replace the current entry.

This unblocks the actual fix in https://codereview.chromium.org/1225593003.

Good idea.  I'll send another CL to do the rename, before landing the Chromium
CL.  I'll land this in the meantime.
