Don't preload rarely seen large images

Don't preload rarely seen large images

The layer cardback image uses 180k memory decompressed but only seen on
merged tab switcher on non-low memory devices.

Also tweak the preloading logic to not preload tablet only resources on
phones.

David, how would you feel about getting rid of the feature entirely? I can't
imagine it's used a whole lot, and while cool, there seems to be a code
maintenance cost to it.

Re removal: I don't really feel strongly either way.  I think we could remove it
(it doesn't feel very polished at the moment), but there isn't that much
maintenance on any of this code right now at all so it's not really much
overhead to have it in.
