This is a reland of https://codereview.chromium.org/1182623002

The original (patchset 1) broke because it didn't support installing an APK that
was provided just by name, not by path, with a '.apk' extension. (e.g.
./build/android/adb_install_apk.py ChromePublic.apk)

I have no idea why we support that mode, but we do, and some bots use it. :(

patchset 2 fixes the problem.
