Add support for Mac vs. Linux sky_server builds

Add support for Mac vs. Linux sky_server builds

I also made sky_server get pulled down via DEPS
since thats how all the rest of our google storage-based
binaries work.

Maybe jamesr wants to see this.  This fixes skydb to be happy on mac w/o having
to build your own sky_server manually!

I think this one is simpler though.  It makes us use DEPS instead of our own
custom script for downloading this.

the "linux" but is presumably not correct for people on mac hosts. can you
update this or (even better) have a script figure out the right thing based on
sys.platform or whatever?

change to the source code for the server itself

That's actually not a valid path anyway.  linux64 is.  It's not clear to me that
we even want to support htis case.  If we do, we should make
./sky/tools/skypy/skyserver.py jsut have a __main__ which knows how to launch
the sky_server, or have a run_skyserver in sky/tools.  I'd rather just delete
sky_server though.

It wasn't supposed to be different.  I just rebuilt sky_server.

Can you check what version of the go tool you used (go --version should do it)
and update sky/tools/README if it's different from what it says?
