bluetooth: Rename to WebBluetooth in preparation for new WebBluetooth flag.

Rename Bluetooth to WebBluetooth and add the necessary functions to
RunTimeFeatures to support a new Web Bluetooth Flag.

Web Bluetooth is quite powerful, providing access to a wide range of Bluetooth
devices. It will ship with security features including UI for a chooser, browser
restriction of device access, etc. Those security features are not yet
implemented, and the specific flag prevents a large group of folks using
experimental web platform features flag from inadvertently exposing themselves
during development.
